         the Persian Government British Consular officers were ablo to
         supervise the disposal of the whoat supplied by the British

         Government and ennure that it was distributed as widely and
         fairly as circumstances permitted within the areas to vhich they
         had access*
                 The Residency suffered a grievous loss by the death

         of the Residency Surgeon, Lieut  Colonel J.J.Rooney,
         whioh took place in April#
