of the Rulers mention political matters to them, they
should reply that these should be referred to and
should adhere to that position. They should also inform
us of each occasion when such matters ore mentioned and
of their reaction at the time.
3. I have before ino a letter from Wilton from which
it appears that I.orraltte has had discussions with the
Shaikh of Qatar contemplating"the re-drafting of any para
graphs of the concession which are not working to everyone's
satisfaction". This is one more indication of the .tendency
of P.C.L. (admittedly perhaps inevitably in the past) to
deal diroct with the Rulers, Wilton goes on to make the
point,which I wdl-1 refor^ito you separately that the appoint
ment of a Chief Local Representative in Qatar is imperative.
4. At the moment I have only one other comment to make
regarding the enclosure, viz., Hlcklnbotlaro's letter No.
C/958 of 21st June, 1944, did not state "that relations
v/ould return to what they were prior to 1936". In this
connection what ho did state was that "Shaikh Abdullah bin
Qasim A1 Thani made clear to me that he was anxious for

a restoration of the friendly relations which had existed
botwoen Dohrain and Qatar prior to the unfortunate troubles
