              I enclose herewith a copy of a letter I have tills afternoon
          received from Belgrave.
              The postponement of the embargo is most unsatisfactory in as
          much as II.H. confirms that he still intends that this Company will be
          embarrassed in order to force a solution of the Zubara affair which,
          as you know, was a major point of dispute between Bahrain and Qatar
          yoars before A.I.O.C. obtained the oil concession in Qatar. I do not
          see what I can say to II.II. should he call on ms to discuss the matter
          as Belgrave suggests in his letter. The Zubara affair lias nothing to
          do with the Company and on every occasion that this subject has been
          raised by 11.II. no opinions or suggestions have been given and the only
          reply that has been made was to tho effect that this was a question
          solely for H.M.G. and that tho Company had no right to interest itself
          in a private dispute between the Rulers of Bahrain and Qatar.
              If no solution can be made to the present unhappy state of affairs,
          I propose to refer the matter to your arbitration under clause 9 of the
          lease agreement entered into by this Company with the Government of
          Bahrain, but before doing so I would prefer to discuss this matter with
          you in case there may be other aspects which arc unknown to me.
              I understand from Jackson that you informed him that all cor­
          respondence on this subject should now be exchanged with the Political
          and that no direct approach should be made with the Balirain Government.
