6. So fur as the general question is concerned,
the new Ruler of Kuwait specifically objected to
Iraqi representation when I discussed the question
with him, vide my telegram No.122 of 25th March, 1950,
and tho Shuikh of Bahrain is most averse to all kinds
of foreign representation. Subject to uny reply that
may be received from Gethin ut Kuwait I am of opinion
that we should tell the Iraqis that as we are rosponsible
for the foreign relations of Bahrain and Kuwait, we hove
not so far agreed to tho appointment of any foreign
consuls in these places and that we regret wo are unable
to accede to their request, If later we ore compelled
to accept a United States consul in Kuwait we can wait
until they return to tho charge and then deal with the
quostion as circumstances may dictato.
