                         with weightman and will aubmit a full report later.      In the

                        meantime howeYer there lo an Immediate etep to bo taken - ride
                         paragraph 3 below.


                         2.     The present agitation though it differs in some reepeats
                         from th*t of 193b (vide correspondence ending vritn my letter
                        No, 160-0, dated the 22nd February 1936, to tne Government of
                         India) haB some of the Bame objects in view i.e, the publication

                         of a Bahrain Code, and improvement in the administration of
                         Justice in tne Bahrain Courts, In this respect the Bahrain

                         Government are in my opinion much to be blamed. Though tney
                         aooepted in 193b my suggestion for a collection of past
                         proclamations ( 1, e.along ) issued by the Banrain Government, on
                        whioh a Bahrain Code could be based, and aotu&lly set up a

                         Committee for this purpose, tne collection still remains
                         uncompleted. Further, in spite of the reforms suggested by

                        me and approved by tne Government of India which tne Bahrain
                        Government instituted. in tneir courts at tnat time they have
                        again allowed ineff i'ciency and oorruptlon to provail, particul-
                        arly in the Snia anera Court.      I have asked v/eigntman to
