                  pleted in August 1034. As there was no skilled electrician in Bandar Abbas
                   to erect electric installation in the Customs House, llerr Iloskar Speck a
                  Herman tourist, was engaged. Now the whole building as well as the pier is
                   lilted with electric lights and a special light of 300 c. p. is fitted in the middle
                  ot the flagstaff of the pier to facilitate navigation at night.
                      AMicn he received the deputation of local merchants and traders, the
                  Minister of Finance quoted the instance of the reduction in prices of sugar he
                  had made in Bushirc, and of his intention to do the same for this Province.'
                  He advised thorn to form Companies for dealing in Sugar, to buy in wholesale
                  lrom Government, and sell to retail dealers, with a fair margin of profit for the
                  Company, lie also advised them to co-operate with the Government officials
                   in suppressing smuggling, and expose the illegitimate dealers, lie accord­
                  ingly issued orders to the local Customs to take over all stocks from merchants
                  and return in kind at the reduced rate with the new banderole which is for use
                  within sixteen miles from the Iranian Coast. A Company with a capital of
                  Nials 100,000 is reported to be formed to purchase sugar and loaf sugar for
                  provincial use at the following rates :—
                        Crystal sugar at Rials 7 a Batman,
                        Loaf sugar at Rials 8 a Batman,

                  and sell them at a profit of Cents 40 a Batman to the refail dealers, and the
                  latfer could increase the prices by Cents 75, namely, flic price of crystal sugar
                  and loaf sugar are to be R.ials 8-15 and 9-15 a Batinau, respectively.
                      The smugglers on the other hand reduced the price of contraband sugar,
                  namely, loaf sugar from Rials 7 to 3 per cube and crystal sugar from Rials 15
                  to 8 per man.
                     Livf/ah.—Mirza Zaeddin Kamvah remained in charge as Director of Cus­
                  toms throughout the year. He is a good and patriotic man but criticises the
                  present Government policy. He made several attempts personally to appre­
                  hend smugglers, but as Amnieh and Police were involved in smuggling and
                  supporting the smugglers, his attempts were futile.
                                                Military.
                     Bandar Abbas.—Naib Sarangh Abdullah Khan Arab Nojad remained as
                  Officer Commanding Troops up to the 14th October 1934. He was relieved by
                  Sarhang Abdul Hussain Khan Saqafi.
                     Sultan Abbas Khan Gzarzand, Military Engineer, arrived from Kcu-mau in
                 April 1934 to survey the site of the old South Persia Rifle barracks at Naiband
                  with a view lo constructing barracks for accommodating a Brigade. He also
                  visited Jask and Gharbar during May in connection with the constructions of
                 new barracks for various military posts. Having complctod his survey in this
                 part, he left for Khuzistan at the eftd of June 1934. He returned in March
                  1935 and started the work of digging up the foundation at the old S. P. R-
                  barracks.
                     Yawar Safar Ali Khan Nosrat, who was Officer Commanding local garrison
                 during flic year 1931-32 arrived from Tehran as Military Governor for Beyaban
                 and Busliakard on the 13th February and proceeded to Manijan.
                     On the receipt of information by the local authorities   on the 17(h December
                  1934 that Jan Muhammed, son of Mir Kambar of Beyaban and Sayyed Amir
                 Jan had come from the opposite coasts for plunder, a naval motor dhow and a
                  boat in tow with sixty military and coastal guards under Naib 1st Muhamed
                 Khan Abdi loft for Kargan, a small fishing port about 11 miles south of Minah.
                 Before the Militarv and Coastal Guards could reach that place, the outlaws
                 departed with their booty. The party left immediately in persuit and came m
                  contact with the outlaws in the open sea atter dark and a close fight ensued
                 which lasted for about half an hour. The casualties on the °nho °ul‘aws
                  were onlv one killed and two wounded, whereas on fhe side of Military tno
                  Naib aild about 24 men were either wounded or killed The motor dhow
                  returned to Bandar Abbas on the 19th December 1934, and the Naib who was
                 pmong  the killed was buried the following day with Military honours.
