(ii) Ono hundred lovics to bo enlisted and trained by Captain Alban

Political Agent. Cost Its. 5,910 (Its. 1,300 for English Com
mandant dcductcd'and Rs. 350 for Indian Commanding Officer
added to Major Daly’s cstimato (13) amounting to Its. 0,800).
(in) A probationer for tho Political Department who has passed his
training in judicial and rovonuo (settlement) work to bo paid
his grado pay by Government for which ho will act as Assis
tant to Political Agont in gonoral and particular in sitting; as
a Small Cause Joint Court with- the now Amir of Manamch,;
bosidos1 this ho will supervise tho Levy Corps for which, he
could bo granted an allowanco of (say) Its. 300 a month, and
tho rovonuo settlement for which lie might rccoivo a. similar
allowance, both from Bahrain State Rovonucs. I do not
however think that this officer should get more than Rs. 1,200
per mensem so that if his grade pay is Rs. 700 I think tho two
allowances might bo reduced to Rs. 250 each.
(ia) An Indian rovonuo Assistant as a temporary arrangement at a
cost of Rs. 400 per mensem and a survey party of the cost of
which I can give no cstimato.
The total cost of these (excluding tho survey party) would be approxi
mately Rs. 7,910 (Rs. 1,000 rising by annual increments of
Rs. 50 for Customs Director, Levy Corps Rs. 5,910, allowances
to Assistant Political Agent Rs. G00, Indian- Revenue surveyor
Rs. 400)' which- of course the Bahrain State can easily afford'.
(y) As regards the reform of the pearling industry I will submit
further proposals later.-
I-trust these proposals, the cost of which is appreciably less than those
mentioned in my letter No. G22-S., datod 10th November 1923, will meet
with the approval of the Government of India, and that- if so they will be
so good as to telegraph their sanction to my proceeding with the sclicmc.

Your telegram No. 1163 (Serial No 246). With regard to tho points
raised in Government of India, No. lG88/S./of December 8th.
(1) A Budget for one month is attached hereto. It is based on the
average figures for a year. It had been prepared prior to the receipt of
your telegram and it is hoped it will moot the purpose. If it is essential
to submit to tho Government of India for a year the figures need simply to
bo multiplied.
(2) I am of opinion that Customs oould not possibly bo run by an Arab
or Egyptian. Egyptians are particularly mistrusted in Bahrain. There
is no local Arab capable or willing to do the work. The Ruler would much
prefer an Englishman.
(3) I attach the Muscat cstimato for 100 levies, and what I consider
would be more likely to be the actual cost. I consider the wages I have given
would be the least the men would be satisfied witli here. Muscat further
forgot to include cost of rations which at Muscat work out at Rs. 7-8-0 per
head per raensom. I have allowed Rs. 10 per head as prices are probably
Slightly higher here and I learn from Colonel Scott that they have an excep
tionally cheap arrangement for rations there, which may not provo practic
able here. I have also allowed Rs. 1,300 for a British Officor (not neces
sarily for pay only but to cover travelling allowance and pension contribu
tion, etc.) In this connection pleaso see my demi-official lottcr of date in
which it is proposed that this officor should porfom judicial duties in
