         tho Ctii March last, I would ask pormission to defer submitting proposals for
         tho reorganization of tho ltesidouoy staff till I eau soe if it is not possiblo to
         provide clscwhoro for tho Assistants whoso names appeared in tho enquiry into
         t.ho arms traffic. Thoro is no immediate necessity lor auy change, and 1 will
         uotloso sight of tho matter.

                                    Agreement,

             Tho purport of this paper is that wo the undersignod Gangoo-bin-Tika,
         Laki-biu-JCesu, Akkoo and llama bin-Jiwa liavo loased from Ilis Highnoss
         Sheikh Isa-bin-Ali-el Khulifah, Chief of Bahrein, tho Customs of tbo island
         of Baliroin, including Manama* Moliarek and tho other ports of,tho islands, for
         a  period of two yoars (24 months), beginning from    on'condition
         that we pay Rs. 4,500 every month'by two half-monthly instalments of Its.
         2 400 os had been arranged in our former contract. In addition to tho above-
         mentioned amount Its. 36,000 or krans 90,000 aro' also to bo paid. .Of''the
         said amount krans 4fi,000 are to be paid in instalments, as follows, Its. 3,000
         at once, Rs.*4,000 in Rajah, Rs. 4,000 in Sliaban, Lts. 7,000 ill Ramazan of the
         current yoar. Tho other half, viz'., do,000 krans, will bo paid 'in ■ tho year
         1316.
             Wo have stipulated with tho Sheikh to allow him to tako the duties on
         goats, shoep, camels aud cows, as well as on firowpod imported into Moliarek. .
             Tho following aro tho conditions of tho contract:—
               (I) That wo chargo duty, viz., 4 per coat., on all goods, oitljcr in cash or
                     in kind, except on all kinds of fish and Oman tobacco, tho duty
                     on which, is as usual. .               .. . %
              .(II) Tho Customs-Houso premises and its appurtenances shall remain
                     in.our hands rent-free till our contract expires.
               (Til) No (native) boat either belonging to tho Sheikh o.r.any body .elso
                     is exempt from payment of the usual duty (for its cargo).- .
               .(IV) A duty of ono kran only shall bo charged- as usual on overy 6
                     Bahroiu maunds of dry dates exported from Baliroin either by tho
                     Sheikh- or other people. •              .
               (V) Goods arriving by mnil-stoamors for oxport to- other countries and
                     lnndod asboro, if they bear the mark of tho country of- destina­
                     tion, shall only be charged half tho usual duty at tho timo of
                     rcshipiyent.
             If tlioy do not hear tho namo or placo of destination, full duty will bo
         chargod.
             If goods aro .transhipped with our knowledge, wo will tako only half tho
                     usual duty, but if-tlioy-are transhipped without our knowledge
                    -.they will bo liable to full duty. Tho smuggled goods will °bo
                     ohargod 8 per cont. duty,
              • (VI) Smugglers will bp;punisbed.by tho Shoikh.
            - (VII) Full duty will bo chavgod:on goods oxported and re-importod.'
             (VIII) If any of our oraployds in tbo Customs-Houso commit a fault   wo
                     can dismiss him and the Sheikh can puuish him.
               (IX) With regard to tho oargo of mail-steamers, the Shoikh’s
