               G. It is obligatory on tbo Chief to duly punish any one detected in tho act
            of smuggling.
               7.  Goods once exported from Bahrein aro, on ro-imporlatioii, -liablo to
            full duty again.
               8.  Tho customs farmers havo tho right to dismiss any person in customs
           •employ, who is found guilty of  an  offence. Such offenders should bo punished
            by tho Chief (according to the merits of their caso).
               9. Tho obligations of tlio mail ogonts in respect of tho furnishing of tho
            ship’s manifests and issuo of dolivcry orders for goods imported by mail steam-
            ors aro to bo tho same as oxistod bctwcon thorn (mail agent) and tho Sheikh,
            when tho customs woro under his management.
               10.  Farmers to pay a sum of brans 1,600 per annum in consideration of the
            up-keep of the Sheikh’s Mashowah “ Salrnch *’ which-moreover is to remain in
            tho Sheikh’s cliargo.
               11.  A rnoioty of tbo duty on guns imported into Bahrein to go to tho
            Shoikh and tho other half to tho Banias (farmors).
               12.  Parcels roccivcd through tho,post aro also subject to tho above condi­
            tion [i.c., half duty to Shoikh and half to Banias (farmers).]
               13.  Tho permits issued by Shoikh in respect of such articles as aro given
            out as presonts aro to bo honored by tho formers free of duty, while articles not
            intended as presents arc liablo to tho customary duty which is to bo debited to
            tho Shoikh's account.
               The abovo aro tho conditions which have been mutually agroed upon by
            both tho sides.

                I am directed to acknowledge the receipt of your letter No. 81, dated tho
            5th Juno 1S99, regarding questions-connected with Bahreiu.
                2. Tho Government of India aro disposed to agree with you that tho politi­
            cal duties at Bahrein may possibly provo of sufficient importance to warrant
            the employment there of a British Political Officer, especially if this officer can
            also be conveniently entrusted with political duties connected with Koweitand tho
            Arab Const. But before tho question cau bo further considered, they require from
            you a full and complete .statement of tho facts, on which your rccoiumcndaticu
            is based, and also, ascallod for in this offico letter No. 205-E.-A., datod the 7 th Feb­
            ruary 1899, au explanation of tho nature and extent of the advantages which
            would accrue to British commorco'froin such an appointment. Tho Government
            of India consider that tho political cliargo of Bahrein and tho control of tho cus­
            toms there could not ho wisely entrusted to ono and the same individual. Tho
            action, if any, to be taken in assisting the Sheikh to secure improved oustoms
            administration must bo separately oousidored wliou opportunity arises.

            called for in tlio preceding paragraph, doftnito proposals for tho appointment of
            an Assistant Political Agent, accompanied by the necessary proposition state­
            ments which should cloarly indicate tho additional expenditure involved by your
