                       You will have seen from Furlonge’s letter
                  No.EA 1272/37 of the 15th December, which hao
                  croooed your letter No.1539/30 of the 13th December,
                  the form of reply which we propooed should be made to
                  the Ruler of Bahrain*0 letter of tho 22nd September
                  to the Political Agent.
                  2.-  Although, in your letter under reference, tho
                  Ruler has agreed to the International Marine Oil
                  Company continuing their survey of the oeabed
                  between Qatar and Dahrain wo still consider that tho
                  condition attached thereto would imply a form of
                  admission to the Ruler*s own claim to the whole of
                  that seabed area. We should prefer therefore that,
                  unless you see any strong objection, a reply should
                  be sent to tho Ruler on the lines of the draft
                o enclosed with Furlonge's letter of the 15th December.
                  3.   The Company themselves should merely acknowledge
                  receipt of the Ruler's letter and say that the
                  matter has been placed in the hands of the Political
                 Agent.
                  4.   We are glud to see from paragraph 2 of your
                  letter under reference that the Ruler has not in fact
                  laid claim to the coast of Qatar from Zubarah to Zakrit.
