Dear Laver,
It may be or Interest to you to know whet progress As
bolng mode with the Government's scheme for constructing
a deop water pier,
2. In April 1960 the Government employed Messrs Coode,
Vaughan-Lee, Frank & Owyther, who have on previous occaolons
acted as Consulting EngJnoors to the Bahrain Government, to
examine the possibility or constructing a deep water pier
opposite the Manama Customs House. The project necessitated
u causeway and pier extending lor almost rour milos out to
bub, A report was submitted to the Government but various
features in the proposed scheme presented serious dirficulties.
The main disadvantage was the exposed situation or the terminal
and also the necessity to widen the entrance to the deep water
pool by dredging in three places.
3. In the Spring of 1961 Messrs. Coode, Vaughan-Lee,
Frank dr Gwythor wore asked to prepare an alternative scheme
for a deep water pier in Khor Khallya. This scheme necea-
sitatod a pior about a mile long, in shullow water, u terminal
and a channel most or which would have to bo dredged loading
through the Kassar Diwan bar to tho terminal.
4. While in England I had discussions about tho second
scheme with Messrs. Coode, Vuuchan-Leo, Frank A Owyther and
with Captain Baker or the Admiralty Hydrographical Department.
Both the Admiralty and the Consulting Engineers were strongly
in fuvour or the Khor Khullya scheme owing to the sheltered
position of the anchorage, which is practically land locked
on threo side, and therefore sheltered from the prevailing
wind.
6. As u result of these discussions it was decided that
the first 8tnp to he taken was to muko an examination of the
sea bed along the proposed channel. I made arrangements with
Associated Drilling & Supply Co., who had previously carried
out a similar examination on the Qatar coast, to undertake the
work ol' drilling trial boreholes along tho course of the
channel. This Company has the nocesaary equipment at Nairobi
I in East Africa and has agreed to send it to Daiiruin, with an
i Engineer, to take borings which will be then sent to Messrs.
Coode, Vuuchun-Leo, Frank A Gwythor who will report to the
Government as to the possibility of dredging the channel.
I am hoping any day to receive information about when the
Engineer will urrive.
i
J 6. The new scheme consists of three works, a causeway, which
could bo constructed by the Bahrain Government which hus carried
: out much work of this type, a torminal, which would have to be
constructed by contract by a firm of engineers und the dredging
of the channel which would be carried out by ono of the firms
which specialise in this type of work. Until the boreholes
ore drilled und the results are reported on no decision can be
made, but it Is generally thought that the sea bed in this area
will be found to be nlmllnrwt.n hhnt. nn fho neighbouring shores,
in which case it would be pos'slblo to dredge the channel to the
requlrod depth.
Your8 sincerely,
W.8. Laver, Esq,, Sgd. C.D. Belgruve.
Aoting Political Agent,
