           d.  Action Phnao

               (1)  MCC (RC) directs CLFPG to deploy BRITISH tr*ops in aid of the
                   civil pov/cr.
               (2)  CLFPG orders the PERSIAN GULF infantry battalion to move for inter­
                   nal security dutico to MIHARRAQ, PANAMA and, if possible, SITRA
                   to:-
                   (a)  Protect the lines and property of BRITISH, COMMONWEALTH and
                        friendly nationals.
                   (b)  Restore law and order in the towns and outlying arena.
               (3)  The PERSIAN GULF infantry battalion deploys on operation IMPOUND.
                   Initially, its effort will.be limited to two companies who will be
                   fully commit to to the restoration of law and order in MANAMA and       ,
                   MIHARRAQ. A third company will arrive by air from I'ENYA or ADEN
                   as soon as air lift allows but until it docs, the security of SITRA
                   and aWALI will probably have to rest on 11APC0 security force,
                   visited by military patrols (unless other troops or IIM ships
                   above the normul BAHRAIN complement happen to be available at the
                   time.

            o.  Key Points and Vulnerable Points. Annex 'A'
               (O  The two primary key points arc the causeway and the Political
                   Agency. The causeway must be controlled to prevent severance of
                   communications with the airfield and the security forces at
                   MJHAHR/iQ, and also to prevent the nobs at MANAMA and MJHARRAQ from
                   reinforcing each other. The Political Agency is bound to be the
                   focal point of nnti-BRITISH or EUROPEAN disturbances.
               (2)  In broad terms, it is probable that MJHARRAQ, MANAMA and SITRA and
                   outlying areas will each take one rifle company, with the company
                   deployed in MANAMA reinforced by naval parties and whatever other'
                    troops CLFPG can allot under command.
            f. Coordinating Instructions
               (O  States of Readiness
                        Precautionary : 24 hours
                        Alert       : 1 hour
               (2) Magistrates

                        Three magistrates will be available to the PERSIAN GULF
                    infantry battalion under arrangements of PA BA1PIAIN.
               (3) Do.troo of Force
                        Commanders of troops deployed on internal security will use
                    the minimum of force necessary to restore law and order and on all
                    occasions will be guidod by the principles stated in Chapter y of
