        Dear Hiring manager,


        I am respectfully submitting my resume for the position of Assistant Director of Finance with the City of San Jose.  I bring 17 plus
        years of public finance, engineering and IT experience with a proven ability to lead a team delivering efficiencies to the organization.
        In my current position at the Philadelphia International Airport (PHL) I lead a team of twenty, handling all components of capital
        funding at PHL which include Commercial Paper program ($350 MM), Direct Loan ($125 MM), debt ($1.5 Bn), grants, Passenger
        Facility Charges (PFC), and Customer Facility Charges (CFC).  I monitor and track annual expenditures of $250 MM related to
        operating and capital expenditures.  In addition, my team and I are responsible for producing an annual capital budget of $500 MM as
        well as the associated operating budget, which is approximately $120 MM including annual debt service payments.
        In my current role at PHL as an Assistant Managing Director 2 (serving as Airport Treasury Manager) I have accomplished the
        following:
              Fully cash fund sinking fund reserve
              Obtained first ever Non-Amt (government purpose) debt funding right to PHL (first Non-Amt bond issued in 2017)
              Implemented and managed the commercial paper program and direct loan
              Implemented DocuSign (digital signature) program
              Gathered and achieved centralization of all capital project funding approvals by the airlines
              Enhanced and improved all processes and managerial reports (Cost control, Capital project approval, budget, encumbrance,
               expenditure, revenue collection, cash flow, etc.)

        As listed above, I have been delivering efficiencies to PHL by improvements and enhancements for the past 7 years.  In the Assistant
        Director of Finance position, not only by influencing the capital funding area but I will be able to deliver efficient operation and
        manage overall finance functions of the entire City of San Jose.  Although I am currently located in Philadelphia, PA, I am seriously
        considering relocation for a career opportunity to further my professional development.

        With my duties at PHL, I interact with various stakeholders and this has provided opportunities to work effectively with people and
        become a team player, recognizing the value of a coordinated approach.  I promote and enjoy great team collaboration on all the duties
        I perform.  With the team, I lead to make the team better every day by listening to their ideas and needs.  I mentor individuals to bring
        out the best in them to improve the entire organization.  I welcome constructive feedback to improve and enable me to become a better
        leader.  In addition, I also work to ease my superior’s day and provide data to make critical decision making less burdensome.

        Prior to this position, I worked at the Philadelphia Water Department (PWD) serving double duty as a Civil Engineer / Utility Rates
        Specialist.   I performed reviews of the cost of service rate studies and assisted in developing the capital-planning budget of the PWD.
        I also prepared the presentations for “Philly Stat”, the City of Philadelphia’s Performance Management Program.  This experience
        demonstrates that I have the required technical and analytical abilities to manage and lead a team.

        In addition to my professional experience, I earned a bachelor’s degree in civil engineering at Temple University and a master’s
        degree in government (public) administration (MGA/MPA) at the Fels Institute of Government at the University of Pennsylvania.
        During my studies at Fels, I also obtained a Public Finance Certificate.
