and brought in more than $8m grant for improving the traffic system so that it all communicates with itself
wirelessly. That's another way to improve the traffic.
The State of California has passed laws requiring increased recycling of Organic Waste, with the
goal of reducing disposal of organic waste by 50 percent compared to 2014 levels, by 2020.
Please provide your experience with recycling and solid waste in addressing this issue.
I'm not directly involved with solid waste issues, however, I have been involved with how to develop
plans around that issue. The City of Manteca recently installed food-processing facilitates. We processed
food and are trying to recycle the gas for City facilities and City vehicles. Manteca is one of the most
advanced agencies in terms of that item.
What experience do you have in supervising a diverse group of employees, mentoring and growing
them, and what employment issues and challenges have you faced in embracing diversity?
This is a difficult task, because we are local government. If we miss any issues I always try to develop
good integrity that affects the people's morale as well as ethics. When I went to the City of Newman
there were personal issues with the employees there were layoffs a few years back and the morale
was really low. Rather than just punishing or taking a more serious route I sit down with the employees
because I need to understand what has happened and the issues. One by one sit down with
employees and set goals it took several months eventually, I went to Council to recognize this
employee's achievements because they became one of the best employees the congressman all
recognized how we improved the goals in terms of personnel. This positively affected all other people's
morales. That was one of the major achievements I had when working with the City of Newman and I
am applying the same philosophy here with the City of Manteca.
The DPW will manage seven divisions and a staff of over 700. What do you see as the challenges
and what is your experience in managing multiple divisions?
I have a very different types of experience, from public works, to military, to university. I use to lead
military - and researchers. What I have learned is I need to understand the key people I can delegate the
issues. I cannot create a good team overall - I need to understand who has the right capability and
energy to influence the staff and the project. I need to understand the chain of command first so I can
delegate the right direction. I think that's the key, so we can be on the same page in terms of goals,
projects and schedules.

Relocation is not an issue. The bottom line is when I saw the opportunity it looked good.
