Why are you interested in the Director of Public Works position with the City of Sacramento?
Tell me a bit about what you know about the City.
I've been the PWD for the City of West Sacramento for over 6 years and have been working with the
City of Sacramento Public Works. I feel that I am willing and ready to take on a slightly bigger role, that's
why I’m interested. Have worked on a number of major projects with the City. We partner with the City on
certain initiatives like parking enforcement. I am working to provide backup signal maintenance. We work
really well with the public works department. We have to because we are neighbors.
Please describe your most recent position and day-to-day responsibilities.
Currently Public Works Director with City of West Sacramento - have about 84 staff. The position with
Sacramento looks similar. Handle all of the CIP programs for West Sacramento - the only exception is
flood is handled by another department. I have facilities. I also handle fleet services for the City, except
for police and fire, I'm also responsible for the solid waste and recycling program. I have a transportation
division, the bike program, in addition to all that, we also have a water treatment plant that comes under
me, I also do the utilities maintenance. It's very similar to the City of Sacramento but with minor
variations.
Please describe a project in which you played a major role in creating pathways for
improvement for those in your community.
The major role I have played was a FITA? - Flexible Transit Assistance. We put a request out there for
consultants - which worked out really well because we are looking at solutions from various consultants
from throughout the Country. We picked the one that we felt was the most appropriate. We have a very
good flexible, micro-transit system in our community. The way the program works - is anybody if you
have a smartphone can hail a ride. They will pick you up and take you anywhere within the City. This is
providing great service for those who did not have means mobility. We were the first City in the entire
Country to do this.
Please describe your experience in evaluating innovation and operational procedure utilized
in a City department and your approach to staying at the forefront of industry.
I worked with Caltrans for 23 years - I'm using this example because I want to provide a variety of
experience. I was head of the local assistance program. We had to collect a whole bunch of data. Before
we would send a form, they would fill it out and we would collect the form. We had to create a database
and give them access. That was the first time within Caltrans that we created a database where local
agencies could directly enter data.
Please describe your experience in the areas of public transportation and traffic reduction.
City of West Sacramento - we in partnership with the City of Sacramento we implemented a bike share
program and a scooter program - we have been more successful than San Francisco with bikeshare.
Hopefully that is reducing the need for vehicular transportation.
In the last six years we have built miles of bike lanes in the City. We want to make parts of the City
where you can live without a car and that is where we are heading.
