At this point in my career I have not been in a position to implement demand reduction strategies.


               The State of California has passed laws requiring increased recycling of Organic Waste, with the
               goal of reducing disposal of organic waste by 50 percent compared to 2014 levels, by 2020.
               Please provide your experience with recycling and solid waste in addressing this issue.


               These are issues that we have been talking about in Glenn County as well - the difference is that we
               have generally been exempt from those requirements to this point. The challenge I believe is really going
               to be working with - I'm assuming that, as in most places, there is a franchisee that is doing the tax
               collection services. You have to work with that franchisee to develop your programs to recycle. What the
               City can do is - we are really better suited for providing an education campaign - meaning that for
               example there are bins - organic materials bins - that the people who have those bins actually
               understand what those bins are for. The industry will tell you that the biggest challenges right now is that
               there is too much material that is not recyclable in the organic material. So educating the public and
               making sure the bins are there are the biggest components for making sure we can reach our recycling
               goals. Then you have the challenge of reporting the numbers. I know in Butte County - they had invested
               in what I would describe as a shaking sivv. You shake it the materials come through holes - and you can
               measure how much you put on there and how much you put in to know how much you are recycling.



               What experience do you have in supervising diverse groups of employees, mentoring and growing
               them, and what employment issues and challenges have you faced in embracing diversity?

               The organizations that I have worked in ­ the populations have been fairly diverse. I would say that
               there has been a diversity of immigrants, versus a diversity of races. Everyone has there perspective
               that they bring to the table, and the goal is to find a way to give them an opportunity to give there
               unique talents towards their goal. I think both the organization and the individual benefit for that. In
               terms of creating environments, I have been in a couple of different programs where you are paired
               with mentoree programs ­ where, "I am here as a resource for you and let's talk about what I can do to
               get you to where you want to go." I used to be a faculty advisor for folks studying Master's Degrees and
               get them to a point where they are getting a job.

               I tend to create an environment that lets everyone work at their best. Because the department works
               best when everyone is individually in a place to do that ­ to work as a team and together. I always look
               at how can I make the environment we are in more pleasant, and how can I provide resources, within
               the constraints that we typically have in a public agency.


               The DPW will manage seven divisions and a staff of over 700. What do you see as the challenges
               and what is your experience in managing multiple divisions?

                What I think is going to be important - there is a more formal structure to everything. Trying to establish
               priorities. I think the key is going to be developing strong relationship with the executive team. At the end
               of the day, that’s who I'm going to be working with. Their team is working towards the long-term goal.
               The nature of the Sacramento job that is really different than mine, is I see it as not so much of a hands-
               on job on a day to day basis. I would expect with a larger organization the Director's role is a little
               different.

               My leadership style - the analogy that I use is a dogsled team - the manager is the Musher - making sure
               that everyone is going in the right direction, encouraging the team, making sure the members of the
               team are doing the right role, looking ahead for the problem spots, keeping everyone going towards the
               stated goal. To me, I like to set the environment for the team to be successful.
