Public transportation - I have very little experience with that, in terms of public transportation
infrastructure - I have quite a bit of experience with that - where we reviewed and improved private
infrastructure delivery. I was heavily involved in a multi-transportation system. I played a similar role with
the City of Elk Grove. I came there and oversaw development of their transportation CIP for which we
built millions of dollars of transportation infrastructure. In terms of traffic reduction, I have exposure with
traffic calming devices. We did some switching to other modes in terms of traffic reduction with the City
of Elk Grove - we had policies in place to make sure we had facilities with pedestrians and such.
How you layout new subdivisions and the importance you place on other modes. There are other
divisions too like in the City of Sacramento.
The State of California has passed laws requiring increased recycling of Organic Waste, with the
goal of reducing disposal of organic waste by 50 percent compared to 2014 levels, by 2020.
Please provide your experience with recycling and solid waste in addressing this issue.
I have no experience working on a solid waste environment. I am familiar with AB 83 I am aware of the
requirement and the issues associated with the recycling market. The organic challenge is the one that is
at the very top of our list. We have systems in place, but if you want to compost it it is really challenging
to permit it through the resources board. There is the organics
What experience do you have in supervising a diverse group of employees, mentoring and growing
them, and what employment issues and challenges have you faced in embracing diversity?
I've been in public works my whole life I have been in diverse groups of people throughout my career.
I welcome it and think that it makes the team stronger. It can be challenging to be a manager in a more
diverse group because not everyone has the same openmindedness. It's important to foster an
environment that celebrates diversity that is your guiding light on those kinds of issues.
The DPW will manage seven divisions and a staff of over 700. What do you see as the challenges
and what is your experience in managing multiple divisions?
Since probably, was appointed City Engineer of Elk Grove I have managed multiple divisions. In Elk
Grove, when I was Assistant Director, I oversaw 150 people at a maximum. I've noticed it has added
some business lines. Clearly facilities was part of it. I think one of the biggest challenges is managing an
organization through such diverse business lines - relying on high-quality managers - just the size and
the diversity of the organization is a big challenge. One of the challenges of the transportation is
addressing the issues that SB 1 has provided and working on the diversion of solid waste. Running a
department that big is a huge responsibility.
