            6.1   Kinds of Modals

            1.  Use a modal with the base form of the verb.
                Most people should eat more fruit.
            2. An adverb of frequency usually goes between the modal and the verb.
               People should never text while they are driving.







            6.2    Modals: Negatives
            Single-word Modals: Negatives


            modal + not + verb                               Politicians should not accept large contributions.
               • The modal can + not are joined as cannot.   Legally, politicians cannot accept bribes.

            Phrasal Modals: Negatives

            do / does + not + have to + verb                 Applicants do not have to provide references.
            did + not + have to + verb                       The witness did not have to appear before the
                                                             court.

            am / is / are + not + able to + verb             The manager is not able to authorize the budget.

            was / were + not + supposed to + verb            The jury members were not supposed to discuss
                                                             the trial.
