ภูมิภาค และธําารงรักษาบูรณภาพแห่งดินแดน (Territorial Integrity) ของประเทศ จากการเคลอื่ นไหวของกลมุ่ แบง่ แยกดนิ แดน37 แตก่ ระนนั้ ในทางปฏบิ ตั กิ ารขบั เคลอื่ น กระบวนการสร้างสันติภาพไอร์แลนด์เหนือภายใต้ข้อตกลง Belfast มิได้ดําาเนินไป อยา่ งราบรนื่ และการกระจายอาํา นาจการปกครองในไอรแ์ ลนดเ์ หนอื ตอ้ งหยดุ ชะงกั ลง ชั่วคราว อันเป็นผลมาจากการโจมตีของกองกําาลัง IRA ในปี 2543 และความขัดแย้ง ภายในระหว่างฝ่ายสาธารณรัฐ (Republican) ในปี 254838 ต่อมาในปี 2549 การ กระจายอาํา นาจการปกครองจงึ ไดถ้ กู ขบั เคลอื่ นตอ่ ไป ทวา่ กม็ เี หตกุ ารณท์ ไี่ มค่ าดคดิ มาก มายซ่ึงเป็นอุปสรรคต่อความพยายามดําาเนินการดังกล่าว อันรวมถึงสภาวะความ ชะงักงัน (Stagnancy) ของรัฐบาลไอร์แลนด์เหนือนับตั้งแต่ปี 2560 เนื่องด้วยความ ขัดแย้งระหว่างพรรคการเมืองใหญ่สองกลุ่มที่กุมอําานาจการปกครองของรัฐบาล ไอร์แลนด์เหนือ39
