ANNEX G: Managing Cleared Projects
Security in Project Start-Up
The PM shall coordinate and invite applicable personnel, to always include the FSO and COR, to attend
a project kick-off meeting. This meeting shall occur prior to the start date of the contract, whenever
possible. During this meeting the PM, COR, and FSO will discuss the requirements of the contract and
identify the process for implementation. Such requirements shall include CAC and/Badge issuance
instructions, to include the contact information for whomever processes these on the government
side; on-site seating, laptop, and network accesses, as applicable; and JPAS visit request instructions,
as needed. Also discussed should be the termination notification of clearance personnel when they
are leaving the contract, so the PM knows how to instruct the departing employee where to turn-in
their badge, CAC, and any other government-furnished equipment.
The PM will also determine the necessity of additional security personnel, such as a Project Security
Manager (PSM), or outside security resources, such as a local security firm approved by Vysnova
Management (i.e., the CEO or COO).
Facilities Security Officer (FSO) Role
An FSO, appointed by the CEO and COO, is charged with implementing and assisting with the
development of security policies and procedures at Headquarters, pursuant to the requirements of
the National Industrial Security Program, for protecting classified National Security Information.
Further, the FSO is responsible to Vysnova Management for:
• Issuance of personnel security guidance and procedures, for conducting security training required
for security clearance holders, and for conducting security compliance reviews of new and existing
field facilities to ensure compliance with Headquarters security policies.
• Maintaining close liaison relationships with the PMs in the field and ensuring that appropriate
Headquarters personnel are timely advised of developments affecting the security clearance
status of their employees. Based on security policy/guidance updates, new or revised security
policies and procedures may be recommended to Vysnova Management.
• The FSO ensures company compliance with the provisions of the National Industrial Security
Program Operating Manual (NISPOM) at Headquarters and field projects involved in classified
contracts.
Security Policies for Cleared Projects
Personnel Security
Personnel security ensures that the hiring and retention of employees, consultants and contractors
are clearly consistent with Vysnova’s mission. It is obtained through appropriate pre-employment and
post-employment background checks, commensurate with the sensitivity of the position and the
nature of duties. The goal is to maintain a trustworthy, reliable, marketable, and competent
workforce.
Vysnova holds a Top-Secret facility (company) clearance. This allows us to hold and submit our
personnel for Secret and Top-Secret clearances, as needed. Need for a clearance is dependent on the
contract they will be/are supporting. Once the need for a clearance is identified, personnel will not be
