For appointment by promotion, the performance rating of the appointee for the rating
period prior to the effectivity date of the appointment should be at least very satisfactory.
For appointment by transfer, the performance rating period immediately preceding the
transfer from the former office or agency should be at least very satisfactory.
The performance points of the employee shall be based on the point score of the
performance rating.
