                     For  appointment  by  promotion,  the  performance  rating  of  the  appointee  for  the  rating
                       period prior to the effectivity date of the appointment should be at least very satisfactory.
                     For appointment by transfer, the performance rating period immediately preceding the
                       transfer from the former office or agency should be at least very satisfactory.
                     The  performance  points  of  the  employee  shall  be  based  on  the  point  score  of  the
                       performance rating.
