EVP Tom Clark tapped for LSM top spot
MIL is pleased to share that MIL EVP Tom Clark has been selected to serve as President of the
Leadership Southern Maryland (LSM) Executive Board of Directors. Along with leading MIL’s Rapid
Engineering and Prototyping Solutions (REPS) sector, Tom is an LSM Alumni Association Lifetime
Member and graduate of the organization’s Executive Program.
“I am thrilled to have been selected as President of the LSM Executive Board of Directors,” said Clark.
“I moved to Southern Maryland 23 years ago and it has always been a personal and professional priority
for me to support the wellness of the community I live in. Since graduating from LSM’s Executive
Program I have enjoyed supporting the organization to achieve its mission: Leadership Southern
Maryland connects, educates, and inspires a diverse group of current and emerging leaders, fostering
collaboration to address community needs of Calvert, Charles, and St. Mary’s counties.”
In addition to his work with LSM, Tom is a long-time member of The Patuxent Partnership, the Southern Maryland
Navy Alliance, and the MedStar St. Mary’s Hospital philanthropy committee. At MIL, Tom manages a team of
highly skilled program managers, engineers, technicians, and analysts providing cradle-to-grave rapid engineering,
integration, prototyping, and technical support services to federal customers in the defense space.
Tom has worked at MIL’s Lexington Park office since 2006. His professional background includes 30+ years
supporting DoD as well as five years in the U.S. Navy, where he received his data processing technician rating and
multiple technical certifications in IT and systems administration. Along with his technical credentials, Tom also
holds a Project Management Professional (PMP) certification.

Andrew Russell appointed to HDI Capital Area Board of Directors
Andrew Russell, a Program Manager at the Library of Congress (LOC) under MIL's Information
Technology Sector, has been appointed to serve as the Vice President of Membership for the Help
Desk Institute (HDI) Capital Area local chapter's Board of Directors. Andrew has been active in
the HDI Capital Area chapter since 2017 and utilizes resources that HDI offers to bring continual
service improvement opportunities to the LOC contracts and team members. Working alongside the
management team at the LOC, Andrew identifies ways that HDI can help inform decisions related to
staffing, standard operating procedures, service level agreements, and key performance indicators and
measurements. In addition to operational decisions, Andrew is also involved in selecting staff to attend
local and national HDI events that are geared toward professional development and employee morale.

the development goals that we have for many of our team members. When working with staff members to develop
an IDP, one of my first thoughts is whether or not HDI has an offering that meets their need. Having a voice to
influence how HDI's local events and offerings can be constructed so that MIL staff receive maximum benefit is very
