                       The concept of productivity is recast at in this article. This is necessary because the nature of

                       work is undergoing a profound transformation. Because of this, corporate and political leaders
                       seek to build an institutional framework in which excellence and high performance are adopted as
                       basic cultural norms. To be successful in this endeavour, leaders must create a new reality for the

                       employee. This has to include a high quality of life at work. Discussion of a collection of critical
                       human  resource  issues  can  help  provide  a  forum  for  refocusing  personnel  administration  as
                       currently  practiced  in  libraries  across  our  country.  These  issues  are:  motivation;  job  design;

                       quality of work life; corporate culture; high performance; and competence and renewal.
