superior in Molsk. It contained a stern rebuke and a long explanation
of why any such appeal to the czar would not, under any
circumstances, be made by his office. Dragons were a myth, wrote
Fyodor’s commanding officer, but whether they were real or not,
how could he appeal to St. Petersburg for help? Either the czar’s men
would ridicule him for subscribing to a muzhik superstition, or they
would accuse him of making excuses for a subordinate unable to
catch a common thief. No, if Fyodor wished to keep his position, he
would have to handle the problem himself and say no more of
dragons.
The chief of police shook his head sadly. Without external
assistance he had no means of combating his powerful adversary,
Draco. How long would the town put up with his powerlessness
before they took matters into their own hands?
