          “Three-whistle Trotter is quite clever,” said Lugo. “I never guessed
        why  he  wanted  me  to  teach  him  number  systems.  Since  it  had
        nothing  to  do  with  politics,  I  consented.  Now  I  regret  it,  for  it
        enabled him to develop this.”
          Bagpipe Ambler stood silently, staring at the diagram. “What,” he
        slowly modulated, “do you find objectionable in this plan?”
          “Several things, really,” replied Lugo.  “First of all, this triumvirate.
        It would destroy the ancient tradition of individual decision and make
        three Neeks responsible for deciding things.  That is far too advanced
        for you.  Only  a truly enlightened society  can allow power to be so
        widely distributed, and we don’t think you should attempt it.”
          “Then there is also the matter of allowing an unlimited quantity of
        Free Neeks within the zero status.  They would have to choose one of
        themselves to represent their interests in the triumvirate. Well, that’s
        quite impossible. Although this would theoretically give them a lot of
        power  inside  the  hierarchy,  you  must  realize  that  those  few  Neeks
        foolishly believing they are capable of leaving the ranks would never
        have the maturity to become organized. No, you are not ready for
        freedom. This plan is folly.”
          Bagpipe Ampler found himself holding the sheet of paper. “Is that
        all you wanted to tell me, Lieutenant?”
          “Yes,” replied Lugo.
          “Then I must go. Your opinions on this matter are of no
        importance to us. Goodbye.”
          Chart still grasped in one limb, the aged Neek turned and slowly
        ambled off with dignity.  Loogy  glanced  at  his  chronometer:  it  was
