Flexible Spending Accounts (FSA) BPAS
Flexible Spending Accounts (FSA) provide you with an important tax advantage that will help you pay health care
and dependent care expenses on a pre-tax basis. By anticipating your family’s health care and dependent care
costs for the next year, you can actually lower your taxable income. Employees have until March 31, 2023 to request
reimbursement for eligible expenses incurred during the 2022 plan year. Employees who participate in a Health
Care Flexible Spending Account are allowed to roll over up to $550 of unused funds at the end of the plan year.
Without re-enrolling in healthcare reimbursement the rollover is only available for one (1) plan year. Please
reference the summary plan description for details of the plan.
Healthcare Reimbursement FSA
This program allows employees to pay for certain IRS-approved medical care expenses not covered by their
insurance plan. You decide how much to contribute to the account; up to the IRS maximum per plan year. The
money can be used to reimburse you for eligible health care expenses not covered by insurance; i.e. plan
deductibles, coinsurance, or copayments. The account can be used to receive tax-free reimbursement of expenses
for you, your spouse, your children and anyone you claim as a dependent on your federal income tax return,
regardless of whether you cover the dependent on your insurance. Please visit www.bpas.com website for all eligible

Android smartphones.
Debit Card
The debit card can be used at any medical facility including doctors, hospitals, dentists and vision facilities. You may
also use the card to purchase certain over-the-counter medications with a prescription. The debit card contains the
value of your annual Health Care FSA election amount, so you can use the debit card to pay for eligible out-of-pocket
medical expenses. Participants of the Health Care Reimbursement Account plan must agree and accept the terms of
the “Debit Card Agreement” which will initiate two debit cards at no charge to the employee.
Debit Card Substantiation
Participants and their other eligible users should always save itemized receipts for FSA purchases made with the
debit card. Participants may be asked to submit receipts to verify that their expenses comply with IRS guidelines.
Employees have sixty (60) days to submit a required receipt before the card is suspended. Two types of transactions
that do not require a receipt are doctor visit co-pays and prescription co-pays when enrolled with our company
medical plan.
Dependent Care FSA
The Dependent Care FSA lets employees use pre-tax dollars towards qualified dependent care such as caring for
children under the age 13 or caring for elders. You decide how much to contribute up to $5,000 per year per
household. You may use the account for reimbursement for any dependent that lives with you and relies on you for
more than half of his or her financial support. You must claim the person as a dependent on your federal income tax
return. You may only be reimbursed for care that enables you to work; not occasional babysitters. If you are
married, your spouse must also work, be a full-time student or be disabled. Eligible care includes care in your home,
someone else’s home, or a licensed day care facility, and includes care provided by a relative as long as the person
is not your spouse, child under age 19, or someone you claim as your dependent. Eligible dependents include:
children under age 13, and disabled dependents of any age (such as your disabled spouse, older child, or parents).
