ARTICLE III - MEMBERS
Section 1. ACTIVE MEMBERSHIP:
This category of membership is extended to those persons who are members of a duly
authorized law enforcement agency, employed on a full-time basis by a federal, state, provincial,
county or municipal political subdivision in the United States or Canada; administrators or
special agents of motor vehicle agencies, agents of the National Insurance Crime Bureau,
Insurance Bureau of Canada Insurance Crime Prevention Bureau and the Canadian Automobile
Theft Bureau; members of federal, state, provincial government agencies administering criminal
justice services; or any person honorably retired from any of the above agencies, provided such
persons possess the other qualifications for membership and are not less than eighteen years of
age at the time of application.

(To allow Affiliate Members to accede to the Presidency)
Section 2. Affiliate Membership
This category of membership is extended to any representative of any company, organization,
business or philanthropic endeavor known or believed to be beneficial to the best interests and
objectives of the Northeast Regional Chapter and who contributes to the Northeast Regional
Chapter an annual sum not less than the current active membership fee and who is not less
than eighteen years of age. Membership shall be granted at the discretion of the Executive
Board. Applications of persons denied membership shall be returned to the person applying
with a letter of explanation. Affiliate members shall have the privileges of an Active Member,
except including holding the offices of President or Vice President as long as the following
conditions are met:
1. The Affiliate member must be a current Director or Associate Director and must have been
active in the Chapter for 5 years. Active is described as attending conferences, participating in
board meetings, chairing committees and showing value to the association.
2. There can only be one Affiliate member in the chairs (4th Vice President, 3rd Vice President,
2nd Vice President, 1st Vice President, and President) at a time. The Affiliate member must either
be outgoing President or the immediate Past President before the nominating committee or the
membership can consider another Affiliate member as Vice President.
