SOP20-11  Review of Branch and Chapter Constitutions:

               Over the last 2 months we have been tasked with reviewing each of the Branch and Chapter
               Constitutions to ensure they align with and do not conflict with the International Constitution and
               By-laws.

               To date we have reviewed constitutions from: NERC, NCRC, SERC, SCRC, AB.

               We have yet to receive the WRC, UK and LATAM constitutions.


               The current EU constitution has not been endorsed by the International Board and is therefore the
               previous version of their constitution remains active.  The Caretaker EB Board is currently
               reviewing their constitution.  As such the CBL&SOP Committee will consider their revised
               Constitution once their review has been completed.

               The Southern African Branch Constitution was not reviewed by this committee as the current
               version has been approved by the International Board.


               In general, we found that a number of the Constitutions reviewed failed to include any reference to
               the Code of Ethics, or if they did, they were still referring to the old Code of Ethics.  Also a number
               of the constitutions were silent on that would happen to any funds or property in the event that
               the Branch or Chapter were to close; and most failed to note that the International President is an
               ex-officio member of their board.

               Based on this review we submit the following recommendations to the Board for consideration.

               Recommendations

               1. A clause noting a requirement for all members to adhere to the International Code of Ethics
                   plus any additional local Code of Ethics be inserted into the NERC, NCRC, SERC, and SCRC
                   constitution, i.e. “Any person accepting membership in IAATI agrees to abide by the
                   Association’s rules, policies and Code of Ethics. Members found to be in breach of the Code of
                   Ethics may be subject to disciplinary measures.”

               2. It is also recommended that a similar statement also be included on all membership
                   application forms.

               3. It is further recommended that each branch or chapter be able to establish any additional
                   localized Code of Ethics for their local branch/chapter, provided that they do not remove, water
                   down or over-ride any of the requirements in the International Code of Ethics.

               4. The SCRC also provided their SOPs to the Committee and it is noted that that their SOPs refer
                   to the old International Code of Ethics and do not reflect the changes made last year.  It is
                   recommended that they be asked to update their SOPs to reflect the new Code of Ethics.
