Update:
On May 12, 2020 Paul Burnley, Director of Adrow Ltd., conducted a presentation for the IACP VCC
members to discuss his work with technologies in Europe to facilitate vehicle theft. This discussion fits
well with the goals and objects of the VCC Emerging Technologies with Vehicle Crimes Working Group
which is to seek out and educate IACP members on how technology is impacting vehicle crimes today.
Paul discussed the following topics:
• What methods are criminals employing to steal vehicles without the owner's key?
• What do the tools look like?
• Where do they get the tools from?
• What trends have we seen in the methods deployed and the technology utilized in the tools in
recent years?
The IACP Vehicle Crimes Committee has completed the documents on Emerging Technology Issues and
the Educational Tool Kit on Vehicle Crimes. Both reports have been approved by IACP leadership. The link

Vehicle Crimes Committee Releases New Resources
The IACP Vehicle Crimes Committee has created a comprehensive educational toolkit to help agencies
better prepare to investigate vehicle related crimes. With more than 75% of crimes committed each year
involving motor vehicles, this toolkit can be a valuable resource to patrol officers, investigators, and other
law enforcement leaders. Check out the toolkit here to learn more.
In addition to keeping the Emerging Technology Issues Working Group the IACP Vehicle Crimes Committee
has established two new working groups:
1. Vehicle Finance Fraud Working Group
2. The Concerns and Impact of Vehicle Crimes that the Police Executive Should Know
