 SPEAKERS - Day 1 Sandra Tosca, PE
Sandra graduated from Bucknell University with
bachelor’s and master’s degrees in Civil Engineering. She
is a registered Professional Engineer in Pennsylvania.
She started with the Pennsylvania Department of
Transportation in 1987 as a Civil Engineer Trainee. Since
the start of her career she has had several assignments
in Engineering District 3-0 including: Environmental
Manager, Bridge Safety Programs Engineer, Maintenance
Services Engineer, and the Assistant District Executive for Maintenance. She served as Bureau Director for Maintenance and Operations in Central Office. Since 2006 she has been the District Executive for PennDOT Engineering District 3-0 which covers a nine-county area in north central Pennsylvania. District 3-0 has an average $300 million operating budget with just
under 1,000 employees. Within District 3-0 there are just under 4,500
miles of state roadways and just under 2,900 state bridges. District 3-0 is responsible for delivering one of the largest projects in the state, the $865 million Central Susquehanna Valley Transportation project.
Richard Roman, PE
Rich has served as the District Executive for the Pennsylvania Department of Transportation’s
Engineering District 4-0 since September 2019. Prior
to this, he acted as the DE for District 4-0 starting in January 2019. As District Executive, Rich has oversight
of a six-county area in Northeast Pennsylvania and is involved in the Design, Construction, Maintenance and Operation of 4,000 miles of roads and 2,100 bridges, with an annual budget of over $250 million.
Prior to coming to District 4-0, Rich served as PennDOT’s Director of the Bureau of Maintenance and Operations (BOMO) for five years. Before joining BOMO, Rich worked in Engineering District 8-0 in Harrisburg for
16 years. He served as the ADE for Maintenance from November 2009 to January 2014, Design Services Engineer from August 2004 to October 2009, and in various civil engineering capacities starting in 1998. Rich began his career with PennDOT in June 1997 with Engineering District 4-0.
Rich is a graduate of The Pennsylavnia State University, earning a Bachelor of Science in Civil Engineering and a minor in Environmental Engineering, along with a Master of Public Administration. Rich has been a licensed Professional Engineer in Pennsylavnia since 2002.
