1911 City Marshal’s & Chiefs of Police Convention
Fort Worth, Texas
This photo is taken in front of the Fort Worth City Hall of the 1911 City Marshals & Chiefs
of Police Convention that was held in Fort Worth, Texas.
Almost everyone in the photo is wearing the 1911 Convention Badge that was the
inspiration/prototype for the Panther Badge in 1912.
Front row, 3rd from the right, was William Rea, several time elected as City Marshal of
Fort Worth, Chief of Police and the following year, the Tarrant County Sheriff. He holds
the distinction of fighting off a riot and lynch mob and lawfully hanging three condemned
prisoners on the gallows of the jail. Two of the hangings occurred as part of Tarrant
County’s only known legal double hanging.
