Victoria Police Training Academy; Fort Worth Police Training Academy; Southwest Academy for Law
        Enforcement Officers, conducted by Texas A & M University at Howard County Junior College; and Rio
        Grande Valley Police Academy, conducted by the Texas A & M University.


        Requests from representatives of fifty-five cities and eight sheriff’s departments for officer certification
        have been received since the “Aims and Objectives” brochures were mailed to all chiefs of police and
        sheriffs in Texas.



        INSTRUCTIONAL MATERIAL
        During the past three months we have published three valuable pieces of training material that will be
        distributed to police instructors in the various police schools.  These three publications were prepared by
        the Dallas Police Training Academy, under the supervision of Inspector Ed Preston, and Lt. Heath, and
        deal with the subjects of “Law of Evidence”, “Search and Seizures”, and “Laws of Arrest.”  We secured
        the services of Mr.  Alcus Greer to develop material for instructors, dealing with the subject of
        “Circumstantial Evidence.”  Mr. Greer is former assistant district attorney of Harris County; has been
        teaching in the Houston Police School and the Houston Fire Department Training School; and at the
        present time is director of Higher Education of the Houston Fire Department.

        Another publication that is being prepared is a complete teaching package with outlines, transparencies,
        lesson plans, etc., on the subject of “Search and Seizures.”  This is being prepared by Mr. Bill Caffee.
        Mr. Caffee is a former sergeant with the Texas Highway Patrol, former police instructor at Texas A & M
        University, and at the present time is Campus Security Director for Southern Methodist University.

        Our staff has prepared lesson plans to be distributed to police instructors over the State.  One the subject
        of  patrol operations, the following lesson plans have been developed:  the Importance of Patrol;
        Analysis of Patrol; Routine Operations Under Normal Conditions; High Speed Pursuit, When a Crime is
        in Process; and the Field Inquiry.

        The following lesson plans have been prepared on the  Code of Criminal Procedure:   The U. S.
        Constitution; The Objects of the Code; Duties of Officers; Courts and Their Jurisdiction; Preventing
        Offenses; Limitation and  Venue; Grand Jury;  Trial Before the Jury;  The Capias; Subpoena and
        Attachment; Bail; and Extradition.

        Lesson plans on Search and Seizure include the following:  Reasonable Search and Seizures; Authority
        of a Search Warrant; Search Incidental to Arrest; and Search of Automobiles.


        Three lesson plans on Laws of Evidence, and three on Laws of Arrest have also been prepared.
