Development of subject: “Officers Handling of Released Prisoners”
A conference was conducted with Mr. Jack Heard, Assistant General Manager, Texas Department of
Corrections, Dr. George Killinger, Director of Department of Correctional Studies, Sam Houston State
College at Huntsville and the late Chief Carl Hansson, retired from Dallas Police Department, relative to
developing a subject to be included in police training courses on “Officers’ Handling of Released
Prisoners.” This subject would involve the orientation of new officers on the philosophy and purposes
of imprisonment and rehabilitation. Teaching of techniques in handling released prisoners that would
help dispel the old idea that peace officers always harass released prisoners. A more skillful handling of
these people would result in officers getting more information from them, and also perhaps resulting in
changes of attitudes and further rehabilitation; thereby reducing recidivism.
Research on Officer-Violator Encounter
Two work sessions have been conducted with Dr. Maitland Huffman, a psychologist with the school of
Business Administration, University of Texas, in relation to a research project dealing with the traffic
violator-traffic officer relationship. The first draft of this proposal has been worked out and interviews
have been conducted with classes on the University campus. The purpose of this basic research is to
determine the occurrence and effects of critical factors underlying the officer-violator encounter. Once
completed this research will provide essential information for police training programs.

The staff is going forward with our project to eventually have twenty Regional Police Training Centers
in Texas. (Including those already established)
