PARLIAMENTARY PROCEDURES (continued )
HOW CAN A MEMBER BE HEARD?
No one may speak to a motion until the presiding officer has recognized her. The speaker should raise her
hand in the chat room of the Zoom meeting and wait until she is recognized by the Regional Director.
When the Regional Director has recognized her, the delegate should give her name and chapter. She should
indicate whether she is speaking as an individual or on behalf of her chapter and then proceed with her busi-
ness. Delegates must adhere to the “Rules of the Day” in addressing the assembly.
One who plans to give a main speech in support of or in opposition to a motion may register with the Re-
gional Director ahead of time. The Zoom Manager will help the Regional Director keep track of the
speaker. The Regional Director will try to give everyone an opportunity to be heard. The assembly may,
however, close the debate before all the speakers have been called.
WHAT CAN A MEMBER DO WITH A MOTION?
A delegate may debate an issue that has been properly placed before the assembly. If there is no motion on
the floor, the delegate must present one before starting her speech. She should arrange ahead of time for a
second. The usual practice is for the presiding officer to recognize the maker of the motion to speak after it
has been seconded.
When a motion has been made and seconded and a delegate has been recognized, one may:
1. Speak in favor
2. Speak in opposition
3. Move to amend, and when seconded, speak to the amendment
4. Move to table
5. Move to postpone to a certain time
6. Move to refer to committee
7. Ask for a point of order or a point of information
8. Move the previous question
All of the minor motions require a second.
Motions to amend are usually stated in one of the following terms:
1. I move to amend by deleting....
2. I move to amend by substituting....
Such motions may deal with words, phrases, sentences or paragraphs of the original report or resolution. If
the amendment calls for such deletion and substitution, it is proper to move to amend by substitution (for
what is before us) the following (resolution).
