                                        PARLIAMENTARY PROCEDURES  (continued )



         Motions will be acted upon in the following order:
         1.   Undebatable motions
              a.  To adjourn or recess
              b.  To table
              c.  To suspend the rules
              d.  To dispense with ther eading of the minutes
              e.  To move the previous question
         2.   An amendment to an amendment of a substitute amendment
         3.   An amendment to the main motion
         4.   The main motion.


         A delegate may offer an amendment at any stage except to motions in group (1) above, which must receive
         immediate attention.  The assembly must dispose of each amendment to an amendment before receiving
         another one.  Only one main motion may come before the assembly at one time.



         WHAT IS MEANT BY?


         I move the previous question: This is a motion to close debate on the immediate question. It could be more
         simply stated as I move to close debate.  The assembly may not debate and must act upon it immediately.  If
         this motion passes, the presidiing officer must immediately call for a vote on the question before the assem-
         bly.  If the motion of the previous question fails, the body may continue to debate.


         I move to table: The image come from parliaments where, when this motion prevailed, the presiding officer
         place the document containing the originial proposal on the table in front of her.  The motion could not be
         acted upon until the house voted to move it from the table.


              While the motion to table usually kills a measure, it may simply postpone final action. It is a useful
         procedure, especially when a group cannot make up its mind what action to take.  It can be used as a delay-
         ing tactic by the opposition, but a group which has already decided to pass a motion will usally defeat such a
         move.


         I move to reconsider: This motion, when seconded and passed, brings up an issue which has been already
         decided. Only a person who voted on the prevailing side of the original motion can make or second this mo-
         tion.

         Adherence to the above procedures will serve to expedite the business sessions.
