                                    RULES TO GOVERN CONFERENCE PROCEEDINGS



           OBJECTIVES OF THE REGIONAL CONFERENCE

           1. We will transact current business necessary for the continued success of the Eastern Region and The
              National Sorority of Phi Delta Kappa, Inc.

           2. We will assess our active role in the field of education.

           3. We will chart ways and means of making more positive and constructive contributions to the education-
              al processes of this country.

           4. We will provide workshops for more efficient operation of local chapters, greater understanding of our
              Y.E.S. Program, and for professional enrichment.
           5. We will identify the responsibilities of the Eastern Region as a viable component of The National Soror-
              ity of Phi Delta Kappa, Inc.

           6. We will complete all scheduled activities in an amiable and productive manner exemplary of sorors of
              this great sorority.




           ORDERS OF THE DAY


           1. Sessions will begin promptly as scheduled and recess as nearly on schedule as possible.

           2. One rap of the gavel is the call to order. All sorors are requested to respect this signal.
           3. Each chapter will be assigned two (2) specific seats in the official delegate section. Chapter delegates will
              occupy these same seats during each business session.

           4. Only voting delegates or their authorized alternate(s) as established by official credentials submitted to
              the credentials will be seated in the official delegate section.

           5. All authorized voting delegates and/or alternates and Regional Officers must be present and ON TIME
              at each business session. Voting delegates or alternates and Regional Officers tardy or absent without
              permission will be fined as indicated in Section #6 below.

           6. Fines to be levied per session are:

              a. Tardiness of 1 to 15 minutes ............................................... $.50
              b. Tardiness of 16 to 30 minutes ..........................................$1.00

              c. Tardiness of more than 30 minutes .................................$2.00

              d. Absent from any business session ..................................$10.00

           7. Any soror interrupting the proceedings of the Regional Conference or moving about shall be given a
              warning for first offense and shall be subject to fine or subsequent offenses. Fines will be established at
              the discretion of the presiding officer.
