RESOLUTION 2023-06
CHAPTER INSTALLATION DATE AND CAR SUBMITTAL DATE
Whereas Section 1, para a.2.e of ARTICLE XII of the National Bylaws currently requires that each Chapter
submit its Chapter Annual Report (CAR) not later than 31 July, and Chapters are not required to install their
incoming Officers by a specific date, and whereas Chapters which meet monthly typically install their officers
in May, bi-monthly and quarterly Chapters install in other months, some as late as September.
Whereas not holding the election and installation of Chapter officers and the having the CAR submitted
more in sync with the National Sojourner year (1 July – 30 June) causes delays with publishing the Annual
Staff Directory which also negatively impacts the timely and proper conduct of business operations for the
National Secretary-Treasurer and the National President and whereas General Information, Administrative
Orders, National Circulars, and important correspondence for the ensuing year is delayed going to the
Chapters because we do not have the CAR or know who the new officers are for the Chapter:
Therefore be it resolved that the following sentence be added to the end of Section 1, para a.2e. of
ARTICLE XII of the National Bylaws: “Each Chapter must install its officers for the ensuing National
Sojourner year (1 July-30 June) no later than 30 June.” And that the last sentence of Section 1 of
ARTICLE XIV of the National Bylaws which reads: “All reports are due not later than 31 July.” be amended
to read: “The Chapter Annual Report (CAR) is to be submitted to the National Secretary-Treasurer no
later than 30 June.”

INFORMATION TECHNOLOGY COMMITTEE
Whereas Section 9, ARTICLE VIII (Information Technology Committee) of the National By Laws
contains many errors, omissions, and misstatements.
Therefore, be it resolved that Section 9, Article VIII be replaced in its entirety with the following text:
Section 9. INFORMATION TECHNOLOGY COMMITTEE
Membership: The Information Technology Committee consists of a Chairman, Webmaster, and
membership as authorized by the National President.
Duties: The Chairman of the Information Technology Committee shall:
Advise the National President, National Secretary-Treasurer, and Trustees on Information Technology
issues.
Provide an annual report to the National Line and National Trustees summarizing key
accomplishments, to include budget requirements for the ensuing year(s).
Oversee the development and maintenance of Information Technology Plans and Policies that are
responsive to and support the needs of the Order.
With the National Secretary-Treasurer, oversee the duties of the Webmaster and the maintenance of the
National Sojourners Website.
Solicit volunteers from the membership to oversee the Social Media presence of National Sojourners ®
and will advise the National President regarding the use of Social Media, specifically with regard to
security, appropriate use, and content issues.
Standing Body Representatives: The Chairman of each Standing Body must designate a member of his
committee to serve as its liaison for Information Technology support requirements.
