PHMSA Publishes Corrections For Bobtail

Requalification Requirements

OT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) published a long-await-
ed rulemaking in which they corrected a series of typographical errors that appeared in the
original rulemaking (HM-218H) that extended the requalification period for certain bobtail
Dtrucks from 5 years to 10 years
As background, in the original rulemaking that was published June 2, 2016, PHMSA correctly not-
ed that MC 331 cargo tanks made of non-quenched and tempered (NQT) SA-612 were eligible for the
10-year requalification period. Eligible cargo tanks must also be less than 3500 gallons water capacity in
dedicated propane service
The original rule also indicated in Note 5 of the Table in 49 CFR 180 407(c) that SA-202 and SA-455 steels
were eligible for the 10-year extension as long as Charpy V-notch test data was provided for these two
materials
However, the original rule erroneously indicated in Note 5 that such test data was also required
for cargo tanks made of SA-612 steel, which led to much confusion In fact, such test data was NOT re-
quired for SA-612 steel, only for SA-202 and SA-455 steels In this week’s publication, PHMSA has correct-
ed this error in the table for 49 CFR 180 407(c) by removing mention of SA-612 in Note 5
PHMSA has also clarified that the effective date and trigger date for the 10-year requalification
period are the same, i e July 5, 2016 as it relates to both the pressure test and internal visual inspection
This applies for eligible tanks that were tested or inspected prior to the effective date. Specifically, PHM-
SA states the following:
