PLANNING, PROGRAMMING, BUDGET, AND EXECUTION (PPBE) COURSE. FY23 course offerings
for PPBE are available at this link. The Planning and Programming phases include several
Department of Defense (DoD) and Department of the Army (DA) programs including: Introduction to
Key Financial Roles, Missions of DoD, DoD/DA Resource Allocation System PPBE, Working Capital
Funds, Single Stock Fund, Reserve Component Appropriations, Military Construction, Fiscal Code,
Research Development and Acquisition, Activity Based Costing, Economic Analysis, Commercial
Activities, Administer Continuous Process Improvement (CPI), Cost Analysis, Management Internal
Control Program, and Manpower Management Process. The Budgeting Phase consists of
developing an installation budget. The final phase, Execution, consists of tools and/or agencies
available to the resource manager to assist in monitoring how well they execute their budget.
Subject areas in the Execution phase include Flow and Receipt of Funds, Administrative Funds
Control, Commitment and Obligation Rules, Obligation Management, Fiscal Law, and Auditing in
the Federal Government. There are no course prerequisites for attendance. Recommend all
Civilians in Career Program 11 (GS 5-13) and 36A/36B Soldiers (SSG and above) attend this

GFEBS Cost Management is a 2-week Instructor Led Training (ILT) course taught at Ft Jackson, SC. This
course can be instructed via Mobile Training Team (MTT) for organizations who need the training and meet
the minimum course load requirements. This course will provide in-depth GFEBS instructions related to
Cost Management: Communicating the Fundamentals of Costs, Identifying Funds Master Data Elements,
Identify Cost Assignment Methods, and Analyzing Cost Assignments. The course also provides cost
execution: Process Spending Chain (end-to-end) and Reimbursable (creating WBS elements)
Transactions, Identify Intermediate Documents (IDOCs), Identify GFEBS Reports and Develop a Spend
Plan. GFEBS training provides a core financial Enterprise Resource Planning (ERP) solution that is used to
manage the Army's General Fund, dramatically improve financial performance, standardize business

processes and ensure the Army can meet future needs for combat operations and day-to-day financial
management activities. There are no course prerequisites for attendance. Any Service Member or Civilian
who has been command-designated as a GFEBS user can take this course. See your Training NCO/
