Why Is Park/Green Space Playing an Adjustment Role
to Undertake Urban Disaster Prevention?
For example, the land used for construction, public, transportation and recreation in the entire
Taipei is about 44.1% of the total area. Taipei will face the challenges of the current extreme
weather torrential rains in the future for the frequency of the catastrophe has gradually surpassed
the limits of engineering methods. With an annual rainfall three times of the world average, we
started thinking like other cities in the world. A city should not only strive to "resist disaster",
but should also take the concept of "disaster prevention" and "reduction of disasters" to work
on improving the city's resilience and ability to recover quickly. Therefore, the park/green space
in Taipei City should not be only a place providing living, resting and gathering functions for
citizens, but also more of an adjustment role undertaking disaster prevention. The implement of
the concept of “circular economy” such as waste reduction and recycling, and the reuse of water
resources will enable Taipei City sustainable.
What Is a Low-Impact Development Facility?
Low Impact Development (LID), as the name suggests, it reduces environmental impacts
(e.g., groundwater replenishment, creating a porous environment, reducing heat island effects,
pollution removal, etc.). LID originated from the United States in the 1990s, using small-scale
strategic techniques to reduce storm water runoff, ease rainfall drainage load, and implement
storm water management by employing designs such as increasing infiltration, filtering, storage,
evaporation, and delaying runoff that effectively solve the urban drainage problem. In addition
to the partial reduction of flooding, the effects also include improving water quality, regulating
urban microclimate, reducing urban heat island effect, environmental greening, increasing
biological habitat and enhancing the aesthetic quality of urban landscape.
