Nine Charged, Two Sought In Food Stamp Fraud Roundup
Police have arrested 9 people in connection with a food stamp fraud investiga- tion that spanned two coun- ties. They are also searching for two others.
According to police, the Polk County Sheriff's Office and Highlands County Sher- iff's Office are working with investigators from the Florida Department of Chil- dren & Families, and the FIS Company.
Police said the investiga- tion began in March 2015 after a man reported a credit card fraud case. The victim discovered that a credit card had been issued in his name by Credit One Bank.
During the investigation, police found receipts where the credit card and an EBT card had been used at a Wal- Mart in Winter Haven on the same transaction.
Investigators developed a list of possible fraudulent EBT cards and transactions and traced them back to the same telephone number and addresses used to apply for the EBT cards.
Police identified the owner of the telephone number as Stephanie Reane Johnson Willi- ford, 46, of Auburndale. Detectives also learned that she had allegedly filed a fraudulent income tax re- turn using one of the iden- tity theft victims’ names. The false refund check was in the amount $2,599, and the USDA SNAP/EBT program was defrauded $1,900.25.
Johnson Williford,
who received $511 in gov- ernment assistance per month, is wanted on several charges.
As a result of the investi- gation, others accused of being part of the scheme were identified in Polk and

Highlands Counties. According to police, the
investigation also netted twin sisters, Patrice Joyce Crespo and Denise Elaine Crespo, both 44, of Auburndale, who were charged with using fraudu- lently obtained EBT cards at area stores.
Patrice Crespo is said to have used one of the cards at the Family Dollar Store, where she works as the As- sistant Store Manager. She receives $194 per month in government assistance.
Other arrests included three members of another family who were arrested and charged. They are Velma Mitchell, 62, her daughter, Latoya Mitchell, 41, and her grandson, 19-year-old Ken- travious Mitchell.
As the investigation con- tinued, two other women were charged with using fraudulent cards. They were identified as Latoya Wes- ley, 31, and 49-year-old Shirley Payne, both of Poinciana. They are facing several charges including criminal use of personal identification, grand theft, and fraudulent use of a credit card.
STEPHANIE WILLIFORD ... Warrant issued
Wesley is receiving $194 per month in government assistance and Payne is re- ceiving $163 in government assistance per month.
Royal Clemons, 61, of Lake Hamilton was also charged with using a fraud- ulent EBT card. The card he allegedly used was in the name of Larry Holden, the Davenport Police Depart- ment Chief of Police.
Junious Leonard, IV,
30, was arrested and charged with criminal use of personal information and scheming to defraud a finan- cial institution.
The Polk County Sheriff’s Office has issued a warrant for Stephanie Reane Johnson Williford, who is wanted for illegal use of credit cards, grand theft, criminal use of personal identification, forgery, scheming to defraud a finan- cial institution, and public assistance fraud.
A warrant has also been issued for Chelsey M. Williford, 26, who is facing charges of illegal use of credit cards, petit theft, criminal use of person iden- tification, scheming to de- fraud a financial institution, and public assistance fraud.
