This feature will provide system administrators with the ability to configure
categories and hallmarks, and to provide the appropriate conditions.

o Create and edit categories (A - Z)
o Assign multiple hallmarks (1-99) to a single category
o Assign multiple conditions (Context in free format) to each hallmark
