1) กรให้บริกรระบบกรขอใบอนุญต/หนังสือ รับรองกรประกอบธุรกิจของคนต่งด้ว (e-Foreign Business) ซงึ เปด้ิ ให้บ้ รกิ ารอยา่ งเต่ม็ รป้ แบบเมอื เด้อื นสืงิ ห้าค์ม 2567 โด้ยระบบ e-Foreign Business จะชี่วยอําานวยค์วาม สืะด้วกให้้ผ้้ประกอบการห้รือนักลงทุนชีาวต่่างชีาต่ิ ในการ ยืนค์ําาขอฯ ผ่านชี่องทางอิเล็กทรอนิกสื์ได้้อย่างเต่็มร้ปแบบ ค์รอบค์ลุมทุกกระบวนงานทีเกียวข้องกับการยืนขออนุญาต่
2) กฎหมยว่ด้วยกรประกอบธุรกิจของ คนต่งด้วกับกรเข้เป็นสมชิก OECD ของไทย โด้ย ประเทศไทยแสืด้งเจต่จําานงในการเข้าเป็นสืมาชีิก OECD (Organization for Economic Cooperation and Development) ห้รือ องค์์กรเพิือค์วามร่วมมือและการพิัฒนาทางเศรษฐกิจ ซึงในการเข้าเป็นสืมาชีิกด้ังกล่าวนัน ไทยจะต่้องยืน Initial Memorandum (IM) ซึงเป็นข้อม้ลประเมินค์วามสือด้ค์ล้อง ในเบืองต่้นเกียวกับกฎห้มายนโยบายและแนวปฏิบัต่ิของ ประเทศไทยเพิือเปรียบเทียบกับมาต่รฐานของ OECD ซึงมี ประเด้็นทีเกียวข้องกับประเด้็นทีเกียวข้องกับพิระราชีบัญญัต่ิ การประกอบธุุรกิจของค์นต่่างด้้าว พิ.ศ. 2542 ค์ือ การเข้า ผ้กพิันต่ราสืารระห้ว่างประเทศในเรืองการลงทุน ห้รือทีมีชีือ ว่า ปฏิญญาว่าด้้วยการลงทุนระห้ว่างประเทศและกิจการของ บรรษทั ขา้ มชีาต่ิ (Declaration on International Investment and Multinational Enterprise) ทงั นี กรมพิฒั นาธุรุ กจิ การค์า้ ในฐานะ ฝ่า่ ยเลขานกุ ารค์ณะกรรมการการประกอบธุรุ กจิ ของค์นต่า่ งด้า้ ว จะต่้องเข้าร่วมทําาการประเมินค์วามสือด้ค์ล้องของกฎห้มาย ว่าด้้วยการประกอบธุุรกิจของค์นต่่างด้้าวว่ามีค์วามสือด้ค์ล้อง กับมาต่รฐานของ OECD ห้รือไม่ พิร้อมทังห้าแนวทางต่่างๆ ในการปรับปรุงพิัฒนากฎห้มายให้้มีค์วามสือด้ค์ล้องกับ มาต่รฐานของ OECD ต่่อไป
3) แนวโน้มกรลงทุนของคนต่งด้วในธุรกิจ ท่ีเก่ียวข้องกับ Eco Trend ด้้วยรัฐบาลมีนโยบายสื่งเสืริม การลงทุนในอุต่สืาห้กรรมเป้าห้มาย 5 สืาขา ได้้แก่ (1) BCG (2) ยานยนต่์ไฟฟ้า ห้รือ EV (3) อิเล็กทรอนิกสื์ (4) ด้ิจิทัล และ (5) กิจการสืําานักงานภ้มิภาค์ สื่งผลให้้ในปี 2567 มีนักลงทุน ต่่างชีาต่ิเข้ามาลงทุนภายใต่้การสื่งเสืริมการลงทุนใน อุต่สืาห้กรรมเป้าห้มายในธุุรกิจทีเกียวข้องกับ BCG และธุุรกิจ

Department has operations in various areas related to foreign business operations to be consistent with the current changing business conditions as follows:
1) Providing a system for requesting licenses/ certificates for foreign business operations (e-Foreign Business)
The system has been launched on 1 August 2024, this system will help and facilitate for foreign entrepreneurs or investors in submitting the application fully through electronic channels covers all procedures for permission (end-to-end).
2) Foreign Business Act and Thailand’s membership of the OECD
Thailand has expressed its intention to become a member of the OECD (Organization for Economic Cooperation and Development). In becoming a member, Thailand is required to submit an Initial Memorandum (IM) which is an initial conformity assessment of Thailand’s laws, policies and practices to compare with OECD standards. IM has been consisted of the information issues related to the Foreign Business Act of 1999, namely entering into binding international instruments regarding investment or which is named “Declaration on International Investment and Multinational Enterprise”. The Department of Business Development, as the secretary of the Foreign Business Commission must participate in an assessment of the consistency of the law on foreign business operations and consider whether it is consistent with OECD standards or not, along with finding various approaches to continue improving and developing laws to be consistent with OECD standards.
3) Trends for foreign investment in businesses related to Eco Trend
Government’s policy aims to promote foreign investment in 5 target industries: (1) BCG (2) Electric vehicles or EVs (3) Electronics (4) Digital and (5) Regional office. There are more foreign investors coming to invest under investment promotion in target industries in businesses related to BCG and businesses related to electric vehicles or EVs. It can be
