3. กรจําแนกประเภทธุรกิจ สําหรับธุรกิจบริกร สินเช่ือที่อยู่ภยใต้กรกํากับ
ในรอบปีทีผ่านมา มีการขออนุญาต่ประกอบธุุรกิจ ของค์นต่่างด้้าวในธุุรกิจบริการสืินเชีือ ซึงมีการระบุเงือนไขว่า “ทังนี ต่้องไม่เข้าข่ายสืินเชีือทีอย้่ภายใต่้การกําากับของ กระทรวงการค์ลัง” โด้ยค์ณะกรรมการการประกอบธุุรกิจของ ค์นต่่างด้้าวมีข้อสืังเกต่ ค์ือ

ทังนี กรมพิัฒนาธุุรกิจการค์้า ในเลขานุการค์ณะ กรรมการการประกอบธุุรกิจของค์นต่่างด้้าว จึงได้้ศึกษา รวบรวม และยกร่างข้อม้ล พิร้อมประสืานผ้้แทนกระทรวง การค์ลังพิิจารณาข้อม้ลด้ังกล่าว ซึงมีข้อม้ลโด้ยสืรุป ด้ังนี
1. สินเชื่อส่วนบุคคล ภยใต้กรกํากับ (สินเชื่อ Personal Loan)

3) Study for loan service businesses that are under supervision
In the past, there was a request for permission to operate a foreign business in the loan service business which has specified conditions that “This must not be considered a loan that is under the supervision of the Ministry of Finance.” The Commission has made the observation as follows;
Issue 1: Conditions specifying that they must not be included in loans that are under the supervision of the Ministry of Finance. What does it mean?
Issue 2: What characteristics of loans are considered loans under supervision?
Issue 3: The loan as requested is of the nature of Non-banks are regulated by which agencies? and what laws govern it?

• Personal loans under supervision. It involves lending money to natural persons who do not have property or assets as collateral.
• Including loans with car registration as collateral and loans for hire purchase and leasing for goods that business operators do not sell in the normal trade.
• Does not include hire purchase loans and leasing for goods such as cars and machinery.
