OECD (Organization for Economic Cooperation and Development) หรือ องค์กรเพ่ือควมร่วมมือและ กรพัฒนทงเศรษัฐกิจ ก่อต่ังขึนในปี พิ.ศ. 2504 ซึง เป็นห้น่วยงานมีวัต่ถุประสืงค์์เมือเริมต่้นเป็นการรวมต่ัวของ เศรษฐกิจทุนนิยมเสืรีและห้ลักการประชีาธุิปไต่ย ทีมีประเทศ ผ้้นําา ค์ือ สืห้รัฐอเมริกา ซึงขณะนีมีสืมาชีิกทังสืิน 38 ประเทศ โด้ยปัจจุบัน OECD มีบทบาทในการเป็นองค์์การระห้ว่าง ประเทศทีเป็นเวทีให้้นานาประเทศได้้แลกเปลียนค์วามเห้็น เปรียบเทียบนโยบายและแนวปฏิบัต่ิในด้้านต่่างๆ ทีจําาเป็นต่่อ การพิฒั นาประเทศ และสืง่ เสืรมิ ให้น้ าํา แนวปฏบิ ต่ั ทิ ด้ี ไี ปปรบั ใชีใ้ ห้้ เห้มาะสืมกับบริบทของแต่่ละประเทศภาค์ีสืมาชีิก เพิือสื่งเสืริม ค์วามมัน ค์ง ค์วามเทา่ เทยี ม ค์วามเปน็ อยท้่ ด้ี ี และค์ณุ ภาพิชีวี ต่ิ ทีด้ีขึน ต่ามวิสืัยทัศน์ “Better Policies for Better Lives”
สืําาห้รับประเทศไทยและ OECD มีค์วามร่วมมือมา ยาวนานกว่า 20 ปี นับต่ังแต่่ปี 2543 และมีค์วามร่วมมือที เข้มแข็งมากขึนในปี 2561 เป็นต่้นมา จนกระทังเมือปี 2565 ค์ณะรัฐมนต่รีได้้มอบห้มายให้้กระทรวงการต่่างประเทศศึกษา ค์วามพิร้อมค์วามเป็นไปได้้และประโยชีน์ทีไทยจะได้้รับจาก การเข้าเป็นสืมาชีิก OECD ซึงค์ณะรัฐมนต่รีได้้มีมต่ิเมือวันที 26 ธุันวาค์ม 2566 เห้็นชีอบให้้กระทรวงการต่่างประเทศยืน ห้นังสืือแสืด้งเจต่จําานงของประเทศไทยในการเข้าเป็นสืมาชีิก OECD โด้ยกระทรวงการต่่างประเทศได้้ยืนห้นังสืือด้ังกล่าว เมือเด้ือนกุมภาพิันธุ์ 2567 และเมือวันที 17 มิถุนายน 2567 ค์ณะมนต่รี OECD มีมต่ิเปิด้กระบวนการห้ารือกับประเทศไทย เพิือเข้าเป็นสืมาชีิก OECD และได้้กําาห้นด้แผนการด้ําาเนินการ เพิือเข้าเป็นสืมาชีิก (Accession Roadmap) ของประเทศไทย โด้ยสืถานะปัจจุบัน (ธุันวาค์ม 2567) ประเทศไทยจะต่้องยืน Initial Memorandum (IM) ซงึ เปน็ ขอ้ มล้ ประเมนิ ค์วามสือด้ค์ลอ้ ง ในเบืองต่้นเกียวกับกฎห้มายนโยบายและแนวปฏิบัต่ิของ ประเทศไทยเพิือเปรียบเทียบกับมาต่รฐานของ OECD
OECD (Organization for Economic Cooperation and Development) founded in 1961, the agency’s objective was to bring together a free capitalist economy and democratic principles. The leading country is the United States, OECD currently has 38-member countries. The OECD plays a role as an international organization that provides a forum for countries to exchange opinions, compare policies and practices in various areas that are necessary for the country’s development and encourage the application of good practices to suit the context of each member country and also to promote stability equality well-being and a better quality of life according to the vision “Better Policies for Better Lives”.
For Thailand and the OECD, there has been cooperation for more than 20 years since 2000, and cooperation has been strengthened since 2018. In 2022, the Cabinet assigned the Ministry of Foreign Affairs to study the feasibility and benefits that Thailand would receive from becoming a member of the OECD. The Cabinet resolved on December 26, 2023 to approve the Ministry of Foreign Affairs of submitting Thailand’s letter of intention to become a member of the OECD. The Ministry of Foreign Affairs submitted the letter in February 2024 and on June 17, 2024, the OECD Council resolved to open a consultation process with Thailand to become an OECD member and has set an action plan for becoming a member (Accession Roadmap) of Thailand. In the current status (December 2024), Thailand must submit an Initial Memorandum (IM), which is the information to assess initial compliance with laws, policies, and practices of Thailand in order to compare with OECD standards.
