of local communities and
reconcile them with mandates
from the national or parent
organization
Example: Boy Scouts of
America

passed defining a national
standard for sexual orientation
discrimination; thus, nonprofit
managers face a patchwork of
state and local laws, executive
orders, and judicial and
commission decisions barring such
discrimination.
