Training and education provided to employees and others is documented and maintained in the corporate
office in Philadelphia. The training records will be kept for the length of employment plus 40 years.
LOCKOUT PROCEDURES –
AT Penn Power Group Locations or on Penn owned equipment
SEQUENCE OF LOCKOUT:
1. Notify the Branch Manager or Field Service Supervisor.

2. Notify Affected Employees that lockout is going to be utilized and the reason why.
3. If the machine or equipment is in operation, shut it down by the normal shutdown procedure.
4. Operate the appropriate switch, valve, etc., so that the machine or equipment is positively locked
out from operation or isolated from the energy source.
5. Lock the energy isolating devices, using assigned locks and danger tags.
6. Release, restrain or dissipate any stored energy.
7. Verify that energy isolation is complete by attempting to start the affected machinery or
equipment in the normal manner.
8. After testing, return all operation controls to the "neutral" or "off" positions.
RESTORATION TO NORMAL:
1. After service or maintenance is complete, check the area to ensure affected employees are not
exposed.
2. Remove all tools and repair equipment.
3. Ensure that all guards have been replaced and all safety interlocks reactivated (if so equipped).
4. Verify that the operating controls are in the "off" or neutral position.
5. Remove all lockout and tag devices and activate the energy isolation devices to restore energy.
LOCKOUT PROCEDURES – AT CUSTOMER/FIELD LOCATIONS
1. Ask the Customer if they have a specific Lockout Tagout program. If so the Customer’s specific Lock
Out/Tag Out program is to be observed. In addition to ensure positive lockout is maintained Penn’s
Lockout/Tagout program will also be implemented.
2. If a Penn Power Group employee believes that the Customers Lockout/Tagout program, equipment, or
work area is unsafe, they are authorized to not work on the equipment. In that case the Penn Power
Group employee must report their concern to their supervisor whom will be responsible for
communicating with the Customer.
3. Never work on Customer’s equipment without first informing the Customer so they can make any
necessary arrangements.
4. If the Customer does not have a Lockout/Tagout procedure then Penn’s Lockout/Tagout procedure for
Stationary Engines, Fire Pumps, Generators (stand by or prime power) and Switch gear shall be
followed.
SEQUENCE OF LOCK OUT:
1. Turn all engine or equipment controls to off position and tag out all engine or equipment control switches. (Note:
some equipment has more than one start switch or location and could be in other areas, or remote locations.
