                           -  Position  of  the  craft,  specified  by  latitude  and  longitude  or  by
                              distance and true bearing from a prominent mark on land or at sea.
                           -  Time of observation, specified in UTC.
                           -  Number of persons observed.
                           -  Whether persons were seen leaving the distressed vehicle.
                           -  Number of persons seen floating on the water.
                           -  The apparent physical condition of the survivors.
                      D. Act according to the instructions from the Rescue Coordination Centre.
                If communication cannot be established with the Rescue Coordination Centre
                or an ATS unit, the commander of the first aircraft to arrive at the accident site
                must take command of all other arriving aircraft until their presence is no longer
                needed.
                Except if a later-arriving aircraft commander is better suited for the role, in
                which case they must take over.
                1.6.3.2     Reception of emergency calls or distress messages
                When  an  emergency  call  or distress message  is  received  by an  aircraft  not
                involved in search and rescue services, the commander of that aircraft must:
                   A. Notify the air traffic service unit within the area.
                   B. Set the position of the distressed aircraft or surface vessel, if it is provided.
                   C. Take bearings of the transmission, if possible.
                   D. Based on the best judgment, proceed to the location indicated in the
                      distress message while awaiting further instructions.
                1.6.3.3    Signals for search and rescue
                When it is necessary for an aircraft to direct a surface vessel to the location
                where an aircraft or surface vessel is in distress, the aircraft commander must
