Describe the implementation of the VMGO and their congruence with educational practices and
activities
The VMGOs were considered in strategic planning workshops and also served as basis in planning and
implementing educational activities, such as delivery of instruction and support services, co-curricular
services, faculty development, performance evaluation, instructional materials preparation,
updating/enriching of syllabi, and research and extension activities.
Instances or evidences to show that programs goals and objectives are achieved.
The Isabela State University is a SUC Level IV Higher Education Institution (HEI). It is a certified
ISO 9001:2015 – Quality Management System for the Provision of Instruction, Research and Development
for Higher and Advanced Education, by TÜV SÜD Asia Pacific. ISU’s Main Campus passed the First
Surveillance Audit by the TÜV SÜD in February 2015 and continues to undergo Recertification Audits up
to the present. The Isabela State University maintained its ISO 9001:2015 Certificate after satisfying the
requirements set by the standards of ISO 9001:2015. The fifth ISO surveillance audit held on October 28,
2021 through virtual platform. Findings of the ISO Auditors included only four (4) opportunities for
improvement; three (3) minor non-conformities; and zero (0) non-conformities. The scope of the ISO Audit
included the provision of Instruction, Research and Extension for Higher and Advanced Education across
the 11 colleges of the campus. The purpose of submitting the entire University system to international
standards such as ISO 9001:2015 was to ensure efficiency and effectiveness of university operations for
quality and excellent service. The University also banners compliance to the Freedom-of-Information. At
the same time, ISU houses the Special Economic Zone (SEZ) Institute for Region 02.
The University also garnered the 2015 Tanglaw Award for Best Research Institution, the highest
and most prestigious award ever given by the DOST-PCAARRD to an agency that has made exemplary
contributions for the advancement of agriculture, aquatic and natural resources in the Philippines.
As a Level IV institution, the University’s achievements in Instruction for SY 2020-2021 confirms
its status as a leading university in the region. The University’s enrollment, accredited programs and recent
performance in board and licensure examinations convey its commitment in preparing students to
participate in regional and national advancement. Enrollment for the SY 2020-2021 registered a total of
34,003 for the First Semester of SY 2020-2021. AACCUP accreditation as of July 2019 resulted in 96
accredited programs, thus certifying quality compliant curricular offerings. The pandemic situation may
have limited mobility but the University was till able to subject some of its programs to a virtual AACCUP
Accreditation where 11 programs of the University have pass as of July 2020.
Even with the cumulative challenges of 2020, the university operations did not derail from the goals
of ISU 2024. ISU remained on track of becoming one of the leading research universities in the ASEAN
