development process is affected as the organisation is informed,
interested to experiment and become a part of the strategic
development process.
2.3 Implications for Strategy Development
ln the ‘Rise and Fall of Strategic Planning’, Mintzberg (1994) stated: "If
you have no vision, but only formal plans, then every unpredicted
change in the environment makes you feel your sky is falling in". He
identified three fallacies associated with strategic planning: prediction,
detachment and formalisation. The figure below illustrates the various
Strategic Development Routes an organisation may follow.
